End of certain real estate aids in Luxembourg: what changes after June 30, 2025

June 30, 2025, will mark a significant turning point for many buyers and sellers in Luxembourg. Indeed, several exceptional aids implemented in recent years to support the real estate market will end on this date, unless extended by the government.

Among the affected measures:

Tax credit on notary fees (Bëllegen Akt): Currently set at €40,000 per buyer for notary deeds signed between January 1, 2024, and June 30, 2025, this amount will revert to €30,000 per buyer after this date.

Exemption from capital gains tax in case of quick resale: The relaxed conditions for resales of properties acquired less than two years ago will end, which may impact the profitability of short-term investments.

Temporary reduction of registration duties: Certain transactions benefited from an exceptional reduction in registration duties. This reduction will no longer be available from July 2025.

Temporary advantageous tax regime for real estate donations between family members: This regime, which allowed for lower-cost transmission, will be abolished at the same deadline.

These measures had allowed many households and investors to reduce their costs in a context of high-interest rates and pressured real estate prices.

What this means for you:

Buying or selling projects are likely to become more expensive after the deadline. It is therefore strongly recommended to finalize any transaction before June 30, 2025, to still benefit from these aids.
